SUMMARY:Seminar: The Next Era of Policing: Evidence-Based Crime Reduction T
hrough Deflection
DESCRIPTION:Communities nationwide continue to experience recurring low-lev
el crime and disorder associated with substance use and mental health chal
lenges. Repeated arrest and short-term detention often do little to resolv
e these underlying drivers, leading to continued law enforcement contact,
increased system costs, and persistent threats to community safety.\n\n\nD
eflection provides law enforcement with a practical, evidence-based strate
gy to intervene earlier and more effectively. By redirecting appropriate i
ndividuals away from arrest and toward treatment, recovery supports, housi
ng stability, and other proven services, deflection helps disrupt repeat o
ffending, reduce recidivism, and enhance public safety outcomes. When impl
emented with clear protocols and strong partnerships, deflection strengthe
ns, not replaces, traditional enforcement by reserving arrest and incarcer
ation for serious and violent crime.\n\n\nThis session will examine deflec
tion as a law–enforcement–led crime-reduction tool, highlighti
ng how early intervention, coordinated service delivery, and officer discr
etion can break cycles of repeat offenses while improving community condit
ions. Participants will hear from experienced practitioners and review fin
dings from the peer-reviewed article “Preventing Substance Use-Relat
ed Crime through Deflection,” published in the Journal of Multidisci
plinary Studies in Human Rights & Science (Volume 7, Issue 3), authore
d and co-authored by two panelists.\n\n\nDesigned as an interactive, pract
ice-focused discussion, this session will provide law enforcement leaders
with real-world examples, implementation considerations, and actionable st
eps to strengthen or expand deflection within their existing crime reducti
on strategies. Participants will leave with a clearer understanding of how
deflection can improve efficiency, reduce repeat calls for service, and d
eliver measurable public safety benefits for their communities.\n\n\nhttps
