Jon Gustin

Former Administrator for Residential Reentry Management Branch - Federal Bureau of Prisons

Jon Gustin is a federal corrections executive with specialized expertise in residential reentry and community corrections. From 2015 to 2021, he served as Administrator of the Federal Bureau of Prisons’ Residential Reentry Management Branch (RRMB), where he directed the nationwide operations of over 200 residential reentry centers, serving more than 36,000 inmates annually. In this role, he managed a $500 million budget and led a staff of 200 professionals while coordinating with the U.S. Marshals Service, ICE, and other Department of Justice components. Mr. Gustin began his 24-year BOP career as a Correctional Officer in Seattle, advancing through key positions including Correctional Counselor, Residential Reentry Specialist, and Community Corrections Manager. As Privatization Field Administrator, he oversaw six contract facilities housing 6,500 inmates. His leadership in restructuring the RRMB earned him the Director’s Special Act Award, and his development of the automated R3M referral system generated $180,000+ in annual savings. A recognized expert in evidence-based reentry programs, Mr. Gustin has lectured extensively on best practices in community corrections and federal-local partnership models. He holds specialized certifications in contract management and correctional program review from the U.S. Department of Justice.
