Jeffrey R. Cugno is the CEO and Founder of SOS Global Consulting, Inc., where he partners with public and private sector clients to design risk management strategies and holistic safety initiatives. He brings over 20 years of experience as a Special Agent with the FBI, where he served on the Cyber Crime Squad and led the Evidence Response Team in major investigations ranging from homicides to airplane disasters. For 17 years, Cugno was the FBI Los Angeles Field Office’s Primary Behavioral Analysis Unit Coordinator, specializing in threat assessment and violent crime investigations. He also held leadership roles in crisis negotiation, child abduction response, and founded the TARGET Working Group to advance threat management practices in schools, healthcare, and critical infrastructure. A recognized expert and instructor, Cugno has trained domestic and international professionals in areas such as de-escalation, targeted violence, and mass casualty response. He holds a Master’s in Justice, Law, and Society from American University.
