Chief Information Officer - Regional Information Sharing Systems (RISS)

Matthew McDonald is the Chief Information Officer (CIO) for the Regional Information Sharing Systems (RISS), representing RISS nationally and promoting its services in information sharing, deconfliction, and investigative support for criminal justice partners. He previously served 23 years with the Philadelphia Police Department, working with federal task forces focused on organized crime, drugs, and violent crime. McDonald holds a master’s in Criminal Justice and a bachelor’s in Sociology from St. Joseph’s University and has served as an expert witness on gangs, weapons, drugs, and violent crime for the U.S. Attorney’s Office.
